Background
Ethiopia has a strong commitment to gender equality, as seen in national policies as well as in the signing of international and regional treaties and protocols on women’s rights. Despite the increasing attention to gender equality, however, data on key gender issues continues to lag behind. Yet these quantitative data are essential for the development of appropriate and effective economic and social policies at a national level.

Ethiopia has conducted a number of household surveys in recent years which are useful sources for gender statistics. The most recent survey is the first Time Use Survey in 2012-13. Time Use Surveys provide information on how men and women allocate their time between different types of activities, describing how much time they spend on leisure activities, paid work activities, unpaid work activities such as housework, children and elder care, etc. which are difficult information to collect in regular household surveys. As the data are disaggregated by sex, Time Use Surveys provide useful information to address gender issues. Therefore, The Beijing Declaration and Platform for Action exhorted countries to “conduct regular time-use studies to measure, in quantitative terms, unremunerated work, including recording those activities that are performed simultaneously with remunerated or other unremunerated activities”.

The data for the Ethiopia’s Time Use Survey 2012-13 are ready for analysis. The World Bank is preparing a Technical Assistance (TA) program to support the Central Statistical Agency (CSA) in conducting analysis of the Time Use Survey 2012-13, and in designing analytical reports with a gender perspective as a main focus. The assistance includes technical inputs and building capacity by working together with the CSA staff.

In addition to the Time Use Survey, other household surveys have not always been properly analyzed and utilized to create gender indicators. Thus, there is an opportunity to produce more gender relevant data by reanalyzing the existing surveys.

An international consultant will be hired to support TA activities at the CSA.

Deliverables
The following deliverables are expected from the international consultant:

Time use survey analysis

  • Preliminary assessment of the CSA needs a work plan for preparation of analytical tables, gender analysis, and report design, including advice on good practices and international guidelines
  • Guidance, technical assistance, and quality assurance of the preparation of analytical tables, gender analysis, and design of the report. This work entails providing guidance on proper use of sampling weights, and sample design information to extract correct population inferences from the sample data
  • A draft content of the gender report
  • SPSS training to the CSA staff as needed (since the CSA uses SPSS)
  • SPSS syntax
  • Presentation materials for the consultation and discussion as needed
  • Short summary report of the project

The consultant is expected to spend time in Addis Ababa working with the CSA staff to provide guidance and quality assurance on how to produce analytical tables and gender analysis but the CSA staff is expected to take a lead in producing the tables and analysis.

Creating gender indicators using existing household surveys

  • Preliminary assessment of the needs for creating gender indicators using existing household survey datasets
  • A concept note including deliverables, timelines etc
  • A terms of reference for the proposed future work in the concept note

Qualification and experience

  • Graduate degree in economics or social science, a Ph.D. is preferred
  • Excellent knowledge and understanding of household survey analysis, particularly time use surveys
  • Excellent analytical and strategic planning skills
  • Excellent skills to prepare good analytical reports in English
  • Ability to conduct and facilitate discussion with national authorities
  • Sound inter-personal and communication skills
  • Timeline

    This assignment is anticipated to require up to 40 working days.

    Administrative Arrangements

    Barbro Hexeberg (Senior Economist, DECDG) and Masako Hiraga (Senior Statistician, DECDG) are responsible for overseeing the work and coordinating complementary inputs and support to CSA.
